Clarification of Admissibility of Special Allowance 2022 and ARA 2022
The Punjab Finance Department issued a Clarification about the admissibility of Special Judicial Allowance 2022 and Adhoc Relief Allowance ARA 2022 vide No. FD.SR.V/3-1/2023 dated 22-12-2023.
The Finance Department received a query from the Account General Punjab and issued a clarification about this admissibility when a person is regularized in May-2023. The details are given as under.

Subject: Clarification Regarding Admissibility of Special Allowance 2022 & Adhoc Relief Allowance 2022
I am directed to refer to your letter No. KMP&R/2-3A(iv)/4/2022-23/4491-60014 dated 27-11-2023 on the subject cited above. The queries mentioned in your letter and stance of Finance Department is as under:-

| The employees who were regularized in the month of May 2023 and consequently their basic pay was fixed on the initial of BPD-2022 as per Government existing rules & policy, as to whether the Special Allowance 2022 & Adhoc Relief Allowance 2022 will continue to admissible to them as per their basic pay of the contract period as on 30.06.2023 or it will be revised according to initial of basic pay scale 2017 | The case has been examined. Finance Department has already clarified that rate of those allowances which are allowed on running basic pay will be revised / allowed according to basic pay fixed on regularization, vide letter No. FD.SR.II/9-19/2016 dated 17.03.2016 (copy enclosed). However, the rates of allowances which have already been frozen shall not be decreased on decrease in basic pay on regularization. In the instant case, Special Allowance-2022@15% of Basic Pay Scale, 2017 was granted w.e.f. 01.03.2022 vide letter dated 20.07.2022. The Basic Pay Scales, 2017 had been replaced with Basic Pay Scales, 2022 w.e.f. 01.07.2022; hence, Special Allowance-2022 @15% of Basic Pay Scales, 2017 has been frozen on the level of 30.06.2022 and Adhoc Relief Allowance 2022 @ 15% of Basic Pay Scales, 2017 was granted vide circular letter No. FD.SR.V-2-3(1)/2022 dated 21.07.2022, have been frozen at the level of 30.06.2022 in term of para-7(i) of letter ibid. Hence, these will be no change in these allowances in case of change in basic pay. |
